Creates a new prison construction account within the Iowa prison infrastructure (IPI) fund, funded by amounts equivalent to paid-off Iowa State Penitentiary infrastructure bonds beginning FY 2025-2026

Requires moneys in the new prison construction account to be appropriated by the general assembly specifically for constructing new prisons or replacing infrastructure at existing prisons, with funds carrying over year to year without reverting

Repeals the FY 2009 prison bonding fund (Code section 12.79) and consolidates prison infrastructure financing provisions

Requires the Department of Corrections to submit an annual infrastructure report by January 15 detailing project status, costs, funding sources, and completion timelines

Requests the legislative council establish an interim study committee during 2025 to examine prison capacity needs, potential locations, security classifications, staffing, and feasibility of building additional prisons or expanding existing facilities, with a report due by December 18, 2025
