Requires Iowa higher education institutions (state Board of Regents schools and accredited private institutions) to adopt policies prohibiting nonimmigrant visa holders (F-1, M-1, J-1 visas) from publicly espousing terrorist activity related to ongoing conflicts or persuading others to support terrorist organizations as defined under federal law

First violation finding by preponderance of evidence results in minimum one-year suspension for students or termination of employment for faculty/staff; second violation results in permanent expulsion or termination

Institutions must immediately update the individual's record in the federal Department of Homeland Security's Student and Exchange Visitor Information System (SEVIS) to reflect they are no longer enrolled or employed

Prohibits individuals who have been expelled or terminated under this policy at one institution from transferring to, enrolling at, or becoming employed by another covered Iowa institution

Attorney General is authorized to investigate violations, compel document production, and seek writs of mandamus; non-regents institutions found in violation become ineligible for state tuition grant funds for the following academic year

Takes effect December 31, 2025
