Establishes a National Guard Service Professional Qualification Scholarship Program administered by the Iowa College Student Aid Commission for Iowa Army or Air National Guard members pursuing approved credentials

Eligible members must be Iowa residents, have completed initial active duty training, maintain satisfactory performance of duty, and be enrolled in an adjutant general-approved educational program at a community college, Board of Regents institution, or accredited private institution

Scholarship awards cover total costs charged by the institution for credential programs; if funding is insufficient, the adjutant general determines scholarship distribution in coordination with the College Student Aid Commission

"Credential" is defined as a postsecondary certificate or competency-based credential not eligible for federal Title IV student aid, excluding associate degrees or higher

Allows unencumbered funds appropriated for National Guard educational benefits under section 256.210 to carry over to the following fiscal year and be used for this new program
