Scholarship awards for National Guard members cannot exceed the resident tuition rate at Iowa Board of Regents institutions, and must be at least 50% of that rate or 50% of the tuition at the institution attended, whichever is lower

Adds a new cap limiting scholarship awards to the difference between the tuition rate at the member's institution minus any federal financial aid received under 10 U.S.C. §2007 (military tuition assistance)

When appropriated funds are insufficient to cover all eligible applicants, the adjutant general must coordinate with the commission to determine scholarship distribution

Eligibility and award determinations cannot be based on the member's unit, drill location, or whether they serve in the Iowa Army or Air National Guard
