Requires persons registering to vote on election day or when casting an in-person absentee ballot to cast a provisional ballot rather than a regular ballot

Provisional ballots from same-day registrants will be verified by the absentee and special voters precinct board against a state database to confirm the voter has not been convicted of a felony (or has had voting rights restored)

Provisional ballots will be counted only if the board confirms the voter was eligible to vote; ballots will be rejected if the database shows an unrestored felony conviction

Changes current law, which allows same-day registrants to cast a regular ballot immediately if the polling place can verify eligibility using an electronic poll book
