Legislative council must contract with an independent, nonpartisan individual, research organization, or educational think tank to conduct a comprehensive review of Iowa's prekindergarten through grade 12 public education system

Review must examine trends over at least 30 years to identify factors contributing to changes in Iowa's education quality relative to other states, plus conduct a full audit of funding sources and expenditures

Required analysis includes assessment of school district structure for potential realignment based on student population, evaluation of rural vs. urban school challenges, and study of high-quality education systems in other countries

Review must explore innovations including competency-based learning, microschools, artificial intelligence for personalized learning, alternative teacher credentialing models, and performance-based funding mechanisms

Final report with short-term and long-term reform strategies and cost estimates due to the general assembly by January 1, 2027, followed by presentation in a joint legislative session
