Allows employees and elected officials of nonstate public employers (counties, cities, community colleges, school districts) who are active members of the Iowa Public Employees' Retirement System to obtain coverage under the state health insurance plan.

Nonstate public employers may apply to the Department of Administrative Services for coverage, which must be provided within three calendar months of application.

Premium rates for nonstate public employers equal the total premium rate paid by the state, including employee contributions, with employers permitted to require employees to contribute a portion subject to collective bargaining obligations.

Creates the Iowa Health Care Coverage Partnership Program Trust Fund in the state treasury to hold premium payments and administrative fees, appropriated exclusively for the benefit of covered nonstate public employees.

Authorizes the state to withhold grants, allocations, or appropriations from nonstate public employers who fail to make required premium payments, with interest charged on late payments at the prevailing rate.
