Creates the Iowa Cancer Research Fund, funded by additional taxes on alternative nicotine products and vapor products, administered by the Department of Health and Human Services through the State Treasurer's office.

Defines "alternative nicotine product" as non-tobacco products delivering nicotine or nicotine analogs through chewing, absorbing, dissolving, inhaling, snorting, or sniffing, excluding cigarettes, tobacco products, vapor products, and FDA-regulated drugs/devices.

Defines "vapor product" to include electronic cigarettes, cigars, pipes, and similar noncombustible devices that produce vapor, along with their cartridges and components containing nicotine or tobacco derivatives.

Adds new definition of "nicotine analog" as substances chemically similar to nicotine or having similar or greater effects on the central nervous system.

Dedicates revenues from the new tax under section 453A.43A to the Iowa Cancer Research Fund, keeping these moneys separate from the state general fund.
