Iowa residents enrolled in comprehensive transition and postsecondary programs approved by the U.S. Department of Education would become eligible for Iowa tuition grants under this bill

Eligible programs may be offered by accredited private institutions, community colleges established under chapter 260C, or institutions governed by the state board of regents

Students may receive tuition grants for up to eight semesters (or trimester/quarter equivalent), with grant amounts capped at the resident tuition and mandatory fees for two semesters per year

Total state financial contribution, including aid from other state programs, cannot exceed the tuition and mandatory fees of the comprehensive transition and postsecondary program the student attends

Grant payments would be distributed equally among semesters/trimesters and paid at the beginning of each term, with refund provisions requiring institutions to return funds to the state if students discontinue attendance
