Amends Iowa Code section 321.438 to establish specific light transmittance requirements for motor vehicle windows: front windshields must allow at least 70% light transmittance, side windows and sidewings beside or forward of the driver must allow at least 50%, and all other side and rear windows must allow at least 35%.

Removes the Iowa Department of Transportation's authority to adopt rules establishing minimum transparency standards, replacing department discretion with statutory requirements.

Maintains the existing exemption for law enforcement personnel operating federal, state, or local law enforcement agency vehicles as part of their official duties.

Violations remain punishable by a scheduled fine of $70.
