Public school districts may apply to enroll all their employees and elected officials in the state health insurance plan, with coverage required to begin no later than the first day of the third calendar month following application.

Premium rates for school districts equal the total premium rate paid by the state, including any employee contributions, for the particular health care product offered.

School districts must pay monthly premiums determined by the department and may require employees to contribute a portion of costs, subject to collective bargaining obligations.

The department will charge participating districts a per-month, per-employee administrative fee, with late payments subject to interest at the prevailing rate.

Creates the Iowa Health Care Coverage Partnership Program Trust Fund in the state treasury to receive premium payments and administrative fees for the exclusive benefit of covered school district employees.
