Amends Iowa Code Section 237A.13 to change state child care assistance payments from being based on care provided to being based on scheduled hours of care for enrolled children.

Requires the Department of Human Services to pay child care providers within 10 business days of receiving a bill or claim for services.

Mandates the department notify providers of billing errors or omissions within 5 business days of receiving the billing.

Requires payment within 10 business days after receiving corrected billing when errors are identified.

Maintains existing provisions allowing providers to elect either biweekly or monthly billing and payment options.
