Adds career and technical education (CTE) instructors to the list of positions eligible for supplementary weighting when shared between school districts and other political subdivisions

School districts sharing a CTE instructor receive a supplementary weighting of three pupils for that operational function

Shared arrangement must cover at least 20% of the school year to qualify for the supplementary weighting

Defines "career and technical education instructor" as a licensed teacher with a CTE endorsement for grades 5-12 in areas including agriculture, family consumer sciences, industrial technology, business, or information technology

Amends Iowa Code Section 257.11, subsection 5, to expand existing shared operational function incentives that provide additional school funding
