School districts must adopt policies allowing teachers to take disciplinary action against students who interfere with the orderly education process or violate the student handbook.

Teachers may immediately remove students from classrooms when behavior prevents instruction, poses safety threats to students or staff, or violates handbook rules, placing them with the principal.

After a student's third classroom removal, the teacher and principal must discuss behavior patterns; the student cannot return until a conference is held with the parent/guardian (or emancipated student) to address the behavior and determine appropriate disciplinary actions.

Principals and administrators are prohibited from discouraging teachers from taking disciplinary action or retaliating against teachers who exercise these discipline rights.

The act takes effect December 31, 2026.
