Amends Iowa Code Section 257.11 to add "school and career specialist" to the list of operational functions eligible for supplementary weighting when shared between school districts and other political subdivisions.

Defines "school and career specialist" as an individual employed by a state-based national nonprofit organization who works with at-risk students to prevent dropouts and support transitions to postsecondary education, workforce, or military service.

School districts sharing a school and career specialist for at least 20% of the school year qualify for a supplementary weighting of three pupils for that function.

Services provided by school and career specialists include life skills instruction, academic and career development programming, postsecondary transition assistance, leadership training, and employer engagement.
