School districts may enter into Chapter 28E agreements with community-based providers to deliver high-quality instruction as part of Iowa's statewide voluntary preschool program for four-year-olds.

School districts are required to enter into such agreements upon request from a community-based provider, making participation mandatory when providers seek involvement.

Chapter 28E agreements cannot limit the number of eligible students who may receive instruction from a community-based provider within the approved local program.

Amends Section 256C.3, subsection 4 of the Iowa Code by adding a new paragraph governing these community-based provider partnerships.
