Medical director of the Iowa Department of Public Health must establish a standing order authorizing pharmacist dispensing of hydroxychloroquine and ivermectin without a traditional prescription.

Pharmacists are required to dispense these medications to any patient aged 18 or older upon request under the standing order, and must provide manufacturer's label instructions at dispensing.

Pharmacists cannot require a separate prescription from a practitioner, an appointment prior to dispensing, or maintain records of the patient encounter.

Both pharmacists dispensing these drugs and the medical director establishing the standing order receive immunity from criminal and civil liability for damages caused by dispensing or use.

The medical director is considered to be acting within the scope of official duties for purposes of state tort claims (Chapter 669) when establishing the standing order.
