Repeals Iowa Code section 414.5, eliminating the ability of property owners to submit written protests challenging proposed zoning district changes in cities.

Under current law, if owners of 20% or more of the lots in a proposed zoning change area (or 20% of property within 200 feet of the boundaries) file a protest, the change requires a three-fourths supermajority vote of the city council to pass.

Removes the supermajority voting requirement for zoning changes when property owner protests are filed, allowing zoning changes to pass by simple majority.

Amends Code section 657.9 to remove the reference to section 414.5 regarding city council compliance requirements for shooting range approvals.
