Renames the Mississippi river parkway planning commission to the Mississippi river parkway commission (MRPC) and requires each of the 10 governor-appointed members to reside in a different Iowa county adjacent to the Mississippi River (Allamakee, Clayton, Clinton, Des Moines, Dubuque, Jackson, Lee, Louisa, Muscatine, and Scott counties).

Reduces advisory ex officio members from seven to four, retaining representatives from the state department of transportation, natural resource commission, economic development authority, and state historical society of Iowa.

Requires the commission to submit an annual report on the economic impact of the Great River Road in Iowa to the general assembly and governor by December 15 each year.

Authorizes the commission to establish a technical advisory committee with mandatory representatives from the departments of transportation and agriculture and land stewardship, the consumer protection division of the attorney general's office, and the economic development authority.
