Prohibits using artificial intelligence to intentionally recreate a person's audio or visual likeness without consent, effective July 1, 2026, when the likeness is substantially indistinguishable from the individual

Prohibited uses include commercial activity, political campaigns the individual does not support, content intended to deceive others about the individual's activities, content meant to damage credibility or reputation, and content designed to manipulate others into taking actions or divulging information

Creates a civil cause of action allowing victims to sue for actual damages, punitive damages up to $250,000 per violation, plus reasonable attorney fees and court costs

Each day a violation continues counts as a separate violation for purposes of calculating punitive damages

Permits class action lawsuits under Iowa rules of civil procedure and does not preclude other civil or criminal actions under existing law
