Iowa Department of Health and Human Services must at minimum double the number of inpatient psychiatric beds at each state mental health institute by July 1, 2027.

The baseline for doubling bed capacity is the number of beds at each state mental health institute as of June 30, 2025.

The department must apply for a federal Medicaid waiver from the Centers for Medicare and Medicaid Services by October 1, 2026.

The waiver request targets Medicaid's institution for mental diseases (IMD) exclusion, which would allow the state to use Medicaid funds to support the bed expansion.
