Mandates child abuse investigations for newborn children when a biological parent previously had parental rights terminated due to child abuse involving another child

Amends Iowa Code Section 232.69 to expand mandatory reporting requirements and reorganize the list of mandatory reporter categories

Requires mandatory reporters to file child abuse reports within 24 hours of examining, attending, counseling, or treating a child when they reasonably believe abuse has occurred

Adds a new reporting trigger when a mandatory reporter learns that a newborn's biological parent previously had parental rights terminated due to child abuse

Maintains existing categories of mandatory reporters including health practitioners, social workers, school employees, child care operators, peace officers, and mental health professionals
