Creates the "Litigation Financing Transparency and Consumer Protection Act" requiring litigation financers to register with the Iowa Secretary of State and maintain public registration records

Prohibits litigation financers from charging interest rates exceeding those allowed under Iowa Code chapter 535, receiving more than 25% of any judgment/settlement, or influencing legal decisions in cases they finance

Requires written litigation financing contracts with specific disclosures including a 5-day cancellation right, and mandates disclosure of contracts to all parties, courts, and insurers involved in the underlying matter

Exempts nonprofit organizations providing litigation financing for members without receiving financial interest, regulated lenders, and certain business entities that do not charge interest or retain financial interest in case outcomes

Effective January 1, 2026, applies to pending and new civil actions/administrative proceedings, with violations rendering contracts unenforceable and subjecting financers to joint and several liability for costs and sanctions
