Establishes a new victim restitution fund as a separate fund in the state treasury, administered by the Department of Justice to pay pecuniary damages and restitution for victim deaths (including at least $150,000 to a victim's estate or heirs)

Redirects 7% of collected criminal case fines to the new victim restitution fund, reducing the state court administrator's share from 91% to 85% and the county general fund share from 9% to 8%

Funds may be used for damages recoverable in civil actions excluding punitive damages, pain and suffering, mental anguish, and loss of consortium, but including wrongful death damages and psychiatric/psychological counseling expenses

Moneys in the victim restitution fund do not revert at fiscal year end but remain available for designated expenditures
