Requires the Iowa Department of Transportation to issue driver's licenses and nonoperator's identification cards that do not comply with the federal REAL ID Act of 2005 upon applicant request and payment of required fees.

Prohibits requiring individuals to present driver's licenses or identification cards in digital form; the department must issue physical cards.

Bans the department from collecting, capturing, storing, or using biometric identifiers (including facial recognition data, iris scans, fingerprints, and voiceprints) when issuing non-REAL ID compliant licenses or cards.

Prohibits the department from retaining copies of identity verification documents (birth certificates, social security cards, utility bills, etc.) or sharing license information with multistate, federal, or international database systems.

Requires the department to notify all applicants verbally and in writing that REAL ID participation is voluntary, provide annual employee training on these provisions, and immediately rescind all REAL ID compliance measures if federal law is repealed or changed to prohibit non-compliant state identification.
