Requires public higher education administrators to ensure all employees and contractors providing staff or student training receive instruction on existing requirements prohibiting teaching that promotes stereotyping or scapegoating based on demographic group membership.

Expands school district restrictions to cover employees, contractors, and volunteers, prohibiting curriculum, educational materials, or training that teaches, advocates, or promotes stereotyping based on demographic group identity.

Prohibits school districts from spending any appropriated funds, grants, donations, or other moneys on curriculum, materials, or training that violates the anti-stereotyping requirements.

Creates a private right of action allowing parents, employees, or residents to bring civil suits for injunctive relief against school districts that violate these provisions, without requiring proof of individual harm.

Requires school superintendents to ensure all district employees, contractors providing educational services, and volunteers receive training on the requirements and prohibitions in the section.
