Appropriates $100,000 from the general fund to the Department of Natural Resources for fiscal year 2026-2027 to establish a groundwater monitoring expansion pilot program.

Allows retrofitting of up to 100 existing privately-owned wells with monitoring equipment, with voluntary participation requiring written property owner consent.

Iowa Geological Survey will provide technical guidance on site selection and prioritize wells representing diverse aquifers and geographic regions across the state.

Currently approximately 60 wells are monitored statewide, which the legislature finds insufficient to represent Iowa's aquifer diversity.

Requires a report to the General Assembly by December 31, 2028, including number of wells retrofitted, data quality, cost per installation, and recommendations for statewide expansion.
