Prohibits pharmacy benefits managers (PBMs) from restricting covered persons from filling prescriptions at any in-state pharmacy that accepts the same terms and conditions as network pharmacies

Prohibits PBMs from imposing different cost-sharing or additional fees based on which pharmacy a covered person uses, except for value-based quality incentive programs

Prohibits PBMs from requiring covered persons to purchase prescription drugs exclusively through mail order pharmacies as a condition of payment or reimbursement
