Requires persons registering to vote on election day or when casting an in-person absentee ballot to cast a provisional ballot instead of a regular ballot

Absentee and special voters precinct board must verify against a state commissioner database that the voter has not been convicted of a felony, or if convicted, that voting rights have been restored

Provisional ballot shall be counted only if the database confirms the voter has not been convicted of a felony or has had voting rights restored; ballot shall be rejected if voting rights have not been restored

Changes current law which allows same-day registrants to cast regular ballots if their eligibility can be verified using an electronic poll book at the polling place

Challenges filed against persons registering under section 48A.7A must be treated as challenges to persons offering to vote and filed under section 49.79
