Requires the Iowa High School Athletic Association and Iowa Girls High School Athletic Union to adopt policies establishing minimum preseason and in-season roster sizes for all interscholastic sports sponsored by participating schools.

Teams that fail to meet minimum roster size requirements shall not be allowed to participate in extracurricular interscholastic athletic contests or competitions sponsored by these organizations.

Students on a team roster when their team becomes ineligible due to roster size may participate for the remainder of the season at any public school within 30 miles of their attendance center that authorizes their participation.

Affected students may participate at another school without a formal sharing agreement under Code section 280.13A and without meeting standard transfer, residency, or eligibility rules.

Students participating under this provision are deemed to satisfy residence requirements for purposes of Code section 256.46.
