Requires public airport operators to submit monthly reports to the Iowa Department of Transportation beginning October 1, 2026, documenting any aircraft equipped with devices capable of intentionally releasing air contaminants to affect temperature, weather, climate, or sunlight intensity.

Prohibits the intentional emission, injection, release, or dispersion of chemicals, substances, or apparatus into the atmosphere within Iowa for the purpose of affecting temperature, weather, climate, or sunlight intensity.

Establishes that violations constitute a class "D" felony, with corporate officers, directors, or employees also subject to civil penalties up to $100,000 per violation, with each day of violation counted as a separate offense.

Makes airport projects or programs that fail to comply with reporting requirements ineligible for state funding until compliance is achieved.

Directs the Department of Transportation to share aggregated reports with the Department of Natural Resources and state law enforcement agencies for enforcement purposes.
