Amends Iowa Code Section 476.91 to replace "alternative operator services" terminology with "incarcerated person calling service" and expands the definition of "correctional facility" to include county jails, municipal holding facilities, juvenile detention centers, community-based correctional facilities, and state/federal institutions.

Places all incarcerated person calling services under Iowa Utilities Commission jurisdiction, requiring providers to operate under commission-approved tariffs and comply with all requirements and sanctions in the utilities chapter.

Requires the commission to adopt and enforce requirements for incarcerated person calling service providers operating in correctional facilities.

Maintains existing billing restrictions preventing local exchange utilities from performing billing and collection for regulated telecommunications services unless the provider has filed appropriate statements with the utility.
