School district boards must allow youth-oriented community organizations reasonable access to school buildings and grounds to distribute instructional materials and encourage student participation.

School boards must establish terms and conditions governing this access to protect students, employees, school buildings, and property.

Organizations are prohibited from interfering with classroom instructional time.

When reasonably accommodated, organizations must be allowed access to after-school events, including back-to-school events.

"Youth-oriented community organization" is defined as patriotic and national organizations listed in 36 U.S.C. §20101-240112 as of July 1, 2018 (includes groups like Boy Scouts, Girl Scouts, and similar federally chartered youth organizations).
