Amends Iowa Code Section 123.5 to limit Alcoholic Beverages Commission membership so no more than two members may hold permits or licenses to manufacture or sell alcoholic beverages at wholesale or retail.

Prohibits commission members from holding alcoholic beverage permits/licenses, having financial interests in alcohol manufacturing or sales, receiving commissions or profits from alcohol transactions, or having interests in properties used for alcohol production or sales.

Bars commission members from using their office to influence others' political views or to favor particular candidates for public office.

Replaces Section 123.13 to prohibit the Director of Revenue and department employees from having conflicts of interest, including ownership interests or employment positions that could affect licensing, permitting, or enforcement decisions related to alcoholic beverages.

Clarifies that commission members may still lawfully purchase and possess alcoholic beverages for personal use.
