Adds 10 synthetic opioids and fentanyl analogs to Schedule I controlled substances, including butonitazene, flunitazene, metodesnitazene, and various fentanyl variants (beta-methylacetyl fentanyl, meta-fluorofuranyl fentanyl, ortho-chlorofentanyl, para-chlorofentanyl, and others)

Adds dipentylone (N,N-dimethylpentylone), a synthetic cathinone stimulant, to Schedule I hallucinogenic substances

Adds ethylphenidate, a stimulant related to methylphenidate (Ritalin), to Schedule I depressant substances

Adds two additional nitazene-class synthetic opioids (metonitazepyne and protonitazepyne) and removes three existing paragraph designations from Schedule I

Violations may result in class "B" felony with 25-year mandatory minimum imprisonment and fines of $5,000-$100,000, class "C" felony with up to 10 years imprisonment and fines of $1,000-$50,000, or aggravated misdemeanor with up to 2 years and fines of $855-$8,540; takes effect immediately upon enactment
