Removes the statutory definition of "beneficial use" from Iowa Code section 455B.261, subsection 4, which currently defines it as water application to a useful purpose that benefits the user without waste or pollution

Requires the Department of Natural Resources to determine beneficial use on a case-by-case basis when reviewing water diversion, storage, or withdrawal permit applications

Prohibits basing beneficial use determinations on categories of uses, mandating individualized assessment for each permit application

Replaces the word "where" with "when" in two instances within the permit processing priority provisions of section 455B.265
