Counties and cities must divest all mineral interests they own or control and transfer them to the surface landowners at no cost to the recipient.

"Minerals" covered include coal, oil, gas, hydrocarbons, oil shale, gemstones, fissionable and nonfissionable ores, and geothermal resources.

"Interest in minerals" means perpetual ownership rights to subsurface minerals separate from surface rights, but excludes mineral extraction leases.

All required conveyances must be completed within five years of the Act's effective date.
