At least 70% of students accepted into the University of Iowa's Bachelor of Science in Nursing program must be Iowa residents, effective fall 2027 semester.

Iowa residents receive admission priority to the BSN program; policy must be adopted by December 31, 2026.

Applicants must complete an attestation indicating whether they were born in Iowa, graduated from an Iowa high school, or express interest in working/studying in Iowa after graduation.

The University of Iowa must submit an annual report to the General Assembly detailing the number of Iowa resident applicants accepted and rejected, including brief explanations for each denial.

"Resident of Iowa" is defined as an individual who graduated from an Iowa high school; applicant personal information in reports remains confidential under FERPA and state privacy laws.
