Requires the Iowa Department of Transportation to coordinate with utility infrastructure owners and transmission line developers within 30 days of receiving a written request to review highway corridors for potential transmission line placement locations.

Mandates DOT share all known plans for future highway projects with affected utility or transmission line developers when those projects would impact transmission line placement or siting.

Authorizes longitudinal transmission line installations on primary road rights-of-way, including interstate highways, upon written request by a utility infrastructure owner, unless DOT determines the installation would endanger public safety or interfere with highway function.

Requires DOT to publicly disclose reasons for denying any longitudinal transmission line installation on primary or interstate road rights-of-way within 90 days of the denial.

Requires DOT to act on utility company permit applications within 30 days of filing.
