Beginning July 1, 2027, practitioner preparation programs must include clinical experiences and training to prepare all teacher candidates to serve students with disabilities and English learners.

All teacher preparation students must complete a minimum of 15 practicum hours focused on differentiation of instruction for special populations, including special education experiences and IEP progress monitoring.

Students seeking an English learner instruction endorsement must complete a minimum of 40 practicum hours covering methods of teaching English learners in both elementary and secondary settings.

By July 1, 2027, the Iowa Department of Education must identify and distribute standardized summative end-of-program assessments for each endorsement area, with minimum scores set to determine content mastery.

Beginning August 1, 2028, the department must publish program-level passage rate data and information about curriculum improvement efforts on its website.
