Prohibits coal-fired power plants and coal ash landfills from discharging toxic pollutants into water sources, including flue gas desulfurization wastewater, bottom ash transport water, and combustion residual leachate.

Coal ash contains mercury, arsenic, cadmium, and other contaminants linked to cancer, kidney damage, liver damage, and other serious health effects.

Facilities operating before July 1, 2026, must comply with the discharge prohibition by December 31, 2029.

New facilities beginning operation on or after July 1, 2026, must comply with the prohibition before commencing operation.

Directs the department to promulgate rules necessary to implement the new requirements.
