Department of Administrative Services must work with an investment firm to study the cost and feasibility of Iowa acquiring certain rate-regulated public utilities or their assets

Targeted utilities must provide electric and natural gas service to more than 200,000 Iowa customers and be headquartered outside the state

Study must also evaluate reorganizing or reallocating utility assets to maximize benefits to electric and natural gas customers within current service territories

Legislative findings declare that certain rate-regulated public utilities are derelict in customer obligations and engage in conduct unsuitable for government-sanctioned monopolies

Report with findings and recommendations due to the General Assembly by December 15, 2026
