Permits leave for qualifying military exigencies when a grandchild is a covered military member on active duty, or to care for a grandchild who is a covered service member with a serious injury or illness.

Assigns enforcement responsibility to the Director of the Department of Inspections, Appeals, and Licensing under Chapter 91A, with authority to adopt administrative rules.

Applies the federal FMLA definitions for "employee" and "employer" (29 U.S.C. §825.102), meaning coverage extends to employers with 50 or more employees.
