Adds "chauffeur's instruction permit" to the definition of "driver's license" throughout Iowa Code, making these permits subject to the same suspension, revocation, and regulatory provisions as other driver's licenses.

Increases the property damage threshold requiring driver accident reports from $1,500 to $5,500, and increases the threshold for law enforcement accident reports from $1,500 to $5,500.

Sets permit fees at $6 for standard instruction permits, $10 for special instruction permits, and $12 for chauffeur's instruction permits or commercial learner's permits.

Allows chauffeur's instruction permits issued before the effective date to remain valid until their listed expiration date.

Establishes that driver's licenses for persons aged 17 years 11 months to 78 years expire eight years from the licensee's birthday anniversary in the year of issuance, with two-year renewals for those under 17 years 11 months, over 78, or with vision/physical restrictions.
