Courts must order a parent whose parental rights are terminated (in whole or in part) due to domestic abuse or assault against a family member to pay all court costs related to the termination proceedings and reasonable attorney fees incurred by the child's other parent.

Creates new Section 232.121 in Iowa Code establishing mandatory financial obligations for parents who lose parental rights due to domestic violence.

Amends Section 252A.3 (support of dependents) to maintain child support liability for individuals whose parental rights were terminated due to domestic abuse or family assault, provided the child is under 18 and an existing support order has not terminated.
