Prohibits vaccines from being distributed, sold, or administered in Iowa unless the manufacturer affirmatively waives immunity from lawsuits for injuries caused by design defects

Requires manufacturers to waive federal liability protections granted under the National Childhood Vaccine Injury Act (42 U.S.C. §300aa-1 et seq.)

Deems any manufacturer whose vaccine is distributed, sold, or administered in Iowa to have automatically waived immunity from design defect injury lawsuits

Creates two new code sections: 139A.27 (limiting vaccine distribution) and 613.22 (establishing the waiver of immunity requirements)
