Prohibits placing a GPS device or device equipped with GPS technology on a motor vehicle owned or leased by another person without their consent

Prohibits intentionally obtaining movement or location information about another person from a GPS device that was placed without consent

Exempts manufacturers installing in-vehicle communication/telematics systems, devices installed with owner permission for insurance purposes, peace officers acting within scope of employment under section 808.4A, parents/guardians tracking minor children or wards, employers tracking company vehicles, and persons tracking devices on their shared cellular service plan

Violation constitutes a serious misdemeanor, punishable by up to one year confinement and a fine of $430 to $2,560

Amends Iowa Code section 708.11A by replacing the existing provision with expanded language and additional exemptions
