Provides an absolute defense against nuisance claims for venues operating more than one year if they comply with all applicable laws, regulations, and permits, regardless of changed conditions in the surrounding locality

Prohibits state and local agencies from bringing criminal or civil nuisance actions against venues that are in material compliance with applicable laws, regulations, and permits

Protects "reasonable expansions" of venues from nuisance claims, including ownership transfers, land purchases, technology upgrades, and operational changes—unless the expansion creates a substantial adverse environmental effect or public health hazard

Protected status is assignable, inheritable, and not waived by temporary cessation of operations; venues annexed into municipalities retain immunity from new municipal requirements
