Adds "kickboxing match" to Iowa Code Chapter 90A, defining it as any professional or amateur kickboxing event open to the public where admission is charged, donations requested, or merchandise/refreshments sold

Requires promoters of kickboxing matches to obtain a license from the State Commissioner of Athletics before organizing, holding, advertising, or conducting events

Grants the commissioner authority to suspend, deny, revoke, annul, or withdraw licenses and participation authority for kickboxing matches under the same conditions as boxing, wrestling, and mixed martial arts

Mandates promoters submit written reports within 20 days of events detailing ticket sales, gross admission proceeds, and pay a 5% tax on total gross admission receipts to the State Treasurer

Codifies into statute the regulation of professional and amateur kickboxing, which is currently regulated by administrative rule (481 IAC 255) for professional matches only
