Authorizes the Iowa Board of Educational Examiners to issue provisional coaching authorizations to individuals who complete background checks, CPR training, automated external defibrillator training, concussion in sports training, and child/dependent adult abuse mandatory reporter training.

Provisional coaching authorizations expire at the earlier of the end of the sport season or 180 days from issuance, and cannot be renewed.

Allows holders of provisional coaching authorizations to convert to full coaching authorizations by completing additional requirements such as coursework from area education agencies, the National Federation of State High School Associations fundamentals of coaching course, relevant higher-education coursework, or demonstrating prior coaching experience.

Recognizes comparable leadership and safety training from military service (armed forces or national guard) or service as a first responder as a pathway to convert provisional to full coaching authorization.

Requires area education agencies to provide or coordinate coaching education courses that can be used for authorization conversion.
